Can't really say, that's more of a question to Microsoft as the viewer runs on their website, see this blog page for more info.
We have encountered the issue once, turned out to be caused by WebMail running on the installation accessed via IP address, not via domain name. Once we have configured domain name to point there, the documents were opened by the same install just fine.
