In case of AfterLogic WebMail Pro, number of users means number of persons allowed to log into your WebMail Pro installation. Each user may have unlimited number of linked e-mail accounts though. User account in WebMail Pro identifies a person, not an e-mail account. Users can link other e-mail accounts to their primary WebMail Pro accounts (Settings / Email Accounts / Add New Account) and send/receive messages through them.
For MailSuite Pro, number of users means number of e-mail accounts allowed to be created in your MailSuite Pro installation. E.g. "Single Computer, 1000 Users" license allows creating 1000 e-mail accounts hosted on your server. Using WebMail Pro interface (native webmail of MailSuite Pro), you can also check mail in external accounts like Gmail (they are considered linked e-mail accounts to your primary local account in MailSuite Pro). Typically, each user can use WebMail Pro to check mail in 1 MailSuite Pro account and any number of linked external accounts.
