In terms of WebMail Lite, email user and email account is the same thing. When someone logs into their email account for the first time, user account is created for them in WebMail database. Total number of users isn't limited in Lite.

In WebMail Pro, you can add multiple accounts to your primary one, and switch between those with a drop-down tool. And no matter how many email accounts you add that way, it still counts as 1 user from the licensing point of view.
